Prachuap Khiri Khan province has signed a memorandum of understanding to improve housing conditions for vulnerable groups, bringing together public agencies, private sector partners and civil society to address long-standing housing problems and improve quality of life.

The agreement was signed on Wednesday at the Hat Thong Hotel in Mueang district, with Governor Sitthichai Sawat-saen presiding over the ceremony. Provincial officials, representatives from the Red Cross, social welfare agencies, private companies and community organisations were among those in attendance.

Coordinated approach to housing support

The MOU sets out a framework for cooperation aimed at repairing, improving or rebuilding homes for vulnerable households across the province. It focuses on households living in housing that is unsafe, structurally unsound or unsuitable for daily life, conditions that authorities say directly affect health, safety and long-term wellbeing.

Under the agreement, participating organisations will jointly survey and analyse data on vulnerable residents facing housing difficulties. The findings will be used to plan and coordinate repairs, renovations or new construction, either partially or in full, depending on individual needs.

Provincial authorities said the initiative recognises that housing problems cannot be solved by government alone. The approach relies on cooperation between state agencies, local administrative bodies, private sector partners and community networks to combine expertise, funding, materials and manpower.

In addition to physical improvements to housing, the agreement also aims to ensure that affected households can access welfare services to which they are entitled. Officials said this includes social support measures designed to help vulnerable residents live more securely and with greater dignity.

The MOU also places emphasis on volunteer participation. Probationers under supervision, selected inmates from the provincial prison and organised volunteer groups will be encouraged to take part in housing improvement activities. Authorities said this element is intended to promote social responsibility while expanding the workforce available for repair and construction work.

Provincial officials described the agreement as a practical step towards improving living conditions for vulnerable groups, with a focus on coordination and measurable outcomes rather than short-term assistance. The province plans to integrate the work into existing social development programmes and review progress on a regular basis.
